A client within the Public Sector based in West Yorkshire is currently recruiting for a Planning Obligations & CIL Monitoring Officer to join their Planning & Transport Strategy team as soon as possible. The client is offering a full time, temporary position on an ongoing basis with the ideal candidate having experience of working within a local authority within a planning environment.
The Role
The key purpose of the role is to oversee the implementation and monitoring of Community Infrastructure Levy (CIL) and Section 106 obligations, ensuring contributions are collected, managed and reported in line with legal and policy requirements.
Key responsibilities will include but not be limited to:
• Monitoring, enforcement and collection of contributions relating to S106 agreements and CIL.
• Managing enquiries from Members, developers, local councils and the public.
• Effectively managing budgets and financial contributions.
• Supporting planning officers with negotiations with applicants to secure contributions.
• Maintaining accurate records of developments subject to Section 106 and CIL, ensuring payments and obligations are triggered and discharged.
The Candidate
To be considered for this role you will require:
• A relevant degree or equivalent, or a minimum of five years’ relevant experience in monitoring and information management in relation to planning or Section 106/CIL.
• At least 3 years’ experience in a professional planning or monitoring role.
• Strong knowledge of planning legislation, Section 106 and CIL regulations, and financial management processes.
The below skills would be beneficial for the role:
• Ability to draft complex reports, correspondence, and technical documents.
• Strong analytical and problem-solving skills.
• Experience liaising with stakeholders including elected Members, developers and legal/finance teams.
The client is looking to move quickly with this role and as such are offering £23 per hour Umbrella LTD Inside IR35 (approx. £19.17 per hour PAYE).
